Senate Bill 29 General Notice
For more than 20 years, Lebanon City School District has taken steps to ensure a safe and secure internet experience for our students. We have implemented filtering systems that block inappropriate, harmful, or questionable material. When concerning content is flagged, such as potential indicators of self-harm, school administrators are immediately alerted for review. Should any flagged content pose a threat to a student's life or safety, parents and guardians are promptly notified. Families are able to monitor their own child’s internet activity through a Securely parent account.
Within the last year, Ohio legislation passed Ohio SB29 to address student internet safety. Our district's current practices will allow us to readily comply with this new law. Ohio Senate Bill 29 (SB29) will take effect October 24, 2024. This communication contains a required General Notice compliant with SB29, and additional information related to SB29.
GENERAL NOTICE
In accordance with Ohio Revised Code Section 3319.327, this notice informs families that the district, either directly or through a technology provider, generally monitors the school-issued devices that are provided to, or used by, District students. This monitoring is generally done in furtherance of educational purposes, including for instruction, technical support, or exam-proctoring. However, the District may also generally monitor where:

permitted under a judicial warrant;

the school district or technology provider is notified or becomes aware that the school-issued device is missing or stolen;

the activity is necessary to prevent or respond to a threat to life or safety, and the access is limited to that purpose;

the activity is necessary to comply with federal or state law; and/or
-
the activity is necessary to participate in federal or state funding programs.
Monitoring may include the:

location-tracking features of a school-issued device;
-
audio or visual receiving, transmitting, or recording features of a school-issued device; or
-
student interactions with a school-issued device, including, but not limited to, keystrokes and web-browsing activity.
In the event that one of the circumstances described above is triggered, the District will notify the student’s parent within 72 hours of the access, unless the notice itself would pose a threat of life or safety (in which case it will be given within 72 hours after the threat has ceased).
Families will begin to receive additional email notifications regarding the monitoring on their child’s school-issued devices as the district complies with this new law.
Lebanon City School District filters all student internet access in alignment with Board of Education policy and the Child Internet Protection Act (CIPA).

Our filters flag material that is obscene, objectionable, inappropriate, and/or harmful.

School administrators are alerted to questionable content for review including alerts to possible self-harm indicators on student devices.

Parents and guardians are always contacted if the flagged material is determined to be a threat to life or safety.
The district will always inform families when we are concerned about a student's safety or well-being.
